Verdict two sweep score reports under the instrument card’s paired-DeLong rule.

cc-steer compare-arms REPORT_A REPORT_B

Pairs the reports’ per-row probs on the frozen watcher frame and prints the card verdict — an actionable gain or regression with its CI and measured rho, or within noise floor (MDE <value>). A report predating per-row persistence falls back to the card’s unpaired frame MDE.
