Predict a steering decision from recorded evidence.

v0 is evidence-only: it returns the matching corrections without choosing an option, so callers integrate against the final shape while the ranking model lands in a later experiment.

  --header TEXT    Optional header framing the decision.
  --repo TEXT      Restrict evidence to a single repository.
  --json           Emit the prediction as JSON.
  --db FILE        Database path. Defaults to ~/.cc-steer/feedback.db.
  --help           Show this message and exit.
